Paul Anthony Samuelson an American economist, in 1954 published his landmark paper “The Pure Theory of Public Expenditure” which formalized the concept of public goods that is called “Collective Consumption good”, goods and services that are consumed simultaneously by a group of consumers or by the community as a whole.
